The corpus re-measured after the rollout — the epic's ratio table re-quoted and RESTATEMENT.md closed

The card that says what the rollout actually did. Its deliverable is a measurement and a closing section in RESTATEMENT.md, and it is blocked_by all fourteen siblings because a number taken before they land is a number about a different corpus.

Four things, all of them reads plus one file:

  1. Re-measure the whole corpuspython3 prompts/plan-rules/REGISTER.count.py with no pack argument, at this card's own base, ref quoted. The story asked for the corpus total to land materially below 3 513 lines and for the epic's ratio table to be re-measured and re-quoted; the honest baseline for that comparison is the one this rollout was planned against, 3 152 lines / 124 cautionary / 46 prescriptive / 2.7x at origin/main a9caaa1, because 3 513 was measured before phase-deepen was restated and by a method that cannot be re-derived. Quote both, and say which is which.

  2. Re-quote the epic's per-pack table — one row per loadable pack, lines / cautionary / prescriptive / ratio, before and after, so the epic's own table has a successor a reader can check with one command.

  3. Sweep every pending row out of RESTATEMENT.md. The source cards mark a migration pending when its lesson row is not yet written, and the motir-ai cards that wrote those rows could not amend a file in the other repository. Every pending becomes either a named destination sourceRef or an explicit statement that the paragraph stayed in the pack — read each sibling motir-ai PR body for the mapping it recorded. A pending left standing is the orphan this step exists to prevent.

  4. Close RESTATEMENT.md with a summary section: packs restated, packs confirmed already at register, units kept versus migrated across the whole rollout, and the final register figures.

Two facts to state rather than discover. COMPRESSION.conserve.py is red across the packs this story re-worded, permanently and by construction — its baseline is a historical commit that cannot move, filed as MOTIR-3377. Quote its output and cite the bug; do not re-word rule text to make it pass. And the motir-ai register ceiling is read, not written, here — the final value belongs to the last card in that chain; this card only quotes it, and touches no file outside motir-meta.

Acceptance criteria

  • RESTATEMENT.md gains a closing section carrying the whole-corpus before/after figures with the command and both base refs named, and the per-pack table re-measured row by row.
  • The comparison against the story's 3 513-line figure is made explicitly, with a sentence stating that the number predates phase-deepen's restatement and naming a9caaa1's 3 152 as the baseline this rollout was planned against.
  • Zero pending rows remain anywhere in RESTATEMENT.md — each is resolved to a named destination sourceRef or to a statement that the paragraph stayed; the PR body lists every pending that existed and how it was discharged.
  • The closing section states, for each of the fifteen loadable packs, whether it was restated, confirmed already at register, or deferred with its reason — so the story's "restated or explicitly deferred" criterion is answerable from one place.
  • The motir-ai register ceiling's final cautionaryCeiling and prescriptiveAtCeiling are quoted, attributed to the card that set them, and not modified.
  • COMPRESSION.conserve.py output is quoted with MOTIR-3377 cited; no rule text changes in this PR.
  • The only files changed are prompts/plan-rules/RESTATEMENT.md and, if a figure in it is stale, prompts/plan-rules/MANIFEST.md. No pack's rule text is edited.
  • The change lands via a branch and a PR against main; no direct commit.
