Epic 10: Platform administration & operations

⚠️ 2026-08-15 (MOTIR-2518's Vercel sweep). This Epic body describes Story 10.2 as "INTEGRATED read-only from Vercel". motir-core left Vercel on 2026-08-07 (docs/decisions/application-hosting.md), so that description is stale. MOTIR-2855 re-plans Story 10.2 off Vercel and owns correcting this line — do not fix it here and do not start anything under 10.2 before that pass runs.

The Motir-internal operator console — everything a SaaS platform team needs to run the system across ALL tenants, plus the home for the cross-tenant governance the customer-facing epics deliberately keep out. Added 2026-06-12 (Yue: "the admin board of the whole system"). Distinct from the per-tenant admin already in Epic 6 (roles 6.4, project/workspace settings): this is platform staff, gated by a superadmin role SEPARATE from tenant MemberRole, reading ACROSS tenants (audited).

Stories: 10.1 the superadmin console — an all-tenant overview (orgs/workspaces/projects/users) + token/credit usage rollups (project→workspace→org→platform, per-model, top consumers); 10.2 system monitoring — INTEGRATED read-only from Vercel (deploys / function errors / traffic) + Inngest (job runs / failures / throughput / backlog) + the 9.0 gateway + DB health, link-out not rebuild; 10.3 the governance toolkit — credit grants/adjustments, plan/tier management, org suspend/reactivate, time-boxed audited support impersonation, per-org feature flags / kill-switches, and a tamper-evident (hash-chained) admin audit log.

Builds backward on: the Epic-6 Organization tier (6.10 — the billing entity usage rolls up to), 7.12 metering + credit ledger, and 9.0 gateway spend. The Triage inbox (bug/feature intake → promote) is a customer-facing PM feature and lives in Epic 6 (6.11), not here. Future 10.x (named in the story headers, deferred not forgotten): abuse / content moderation, DSAR / compliance export-delete, status & maintenance banners, email-delivery ops.
